YOSHLAR IJTIMOIY FAOLLIGINING INSTITUTSIONAL O‘ZANI VA UNI RAQAMLI DAVRDA QAYTA TIKLASH

Maqolada yoshlar ijtimoiy faolligiga institutsional-madaniy rakursdan yondashiladi. Muammo motivatsiya taqchilligi darajasida emas, niyatni jamoaviy harakatga aylantiruvchi institutsional oʻzan darajasida qoʻyiladi: yoshlarda faollik mavjud, ammo uni natijaga olib chiquvchi vositachi tuzilma zaiflashgan. Samarali faollikning toʻrt ustuni – chaqiriq, manzil, natija va eʼtirof zaiflashgani asoslanib, “raqamli hashar” modeli taklif etiladi. Anʼanaviy hashar instituti strukturaviy-funksional dekompozitsiya qilinib, mazkur ustunlarning har biri mustaqil nazariy anʼanaga bogʻlanadi; raqamli muhitda ularning zaiflashuvi ramziy faollik (“slaktivizm”)ning institutsional sababi sifatida izohlanadi. Nazariy tahlil M. Granovetterning boʻsagʻa modeli, E. Ostromning institutsional dizayn tamoyillari, S. Verbaning fuqarolik ixtiyoriyligi modeli va A. Xirshman sxemasiga tayanadi. Empirik baza – bir xil texnologik va huquqiy muhitda ishlaydigan ikki milliy platformaning qiyosi: ulardan birida ovoz berish koʻrsatkichi 117 baravarga oʻsgan, ikkinchisida esa murojaatlarning kichik qismigina ovoz berish bosqichiga chiqqan.
