Tadqiqotda AQSh, Buyuk Britaniya, Janubiy Koreya va Singapur ta’lim modellari qiyosiy tahlil qilinib, nodavlat ta’lim tizimining samaradorligi, boshqaruv mexanizmlari, davlat va xususiy sektor hamkorligi hamda ta’lim sifatiga ta’siri o‘rganilgan. Singapur modeli misolida meritokratiya, qat’iy sifat nazorati, o‘qituvchilar salohiyatini oshirish va mustaqil maktablar faoliyati tahlil etilgan.
