LEGAL FOUNDATIONS OF DEFENSE SYSTEM REFORM IN THE REPUBLIC OF UZBEKISTAN AND MODERN DIRECTIONS OF ITS DEVELOPMENT

This article examines the constitutional, legislative and institutional foundations of defense reform in the Republic of Uzbekistan. It analyzes the formation of the national army, the legal nature of military districts, contemporary mechanisms of border protection, and the evolution of personnel policy and military governance. The paper argues that modern threats, including terrorism, extremism, hybrid risks and cyber insecurity, require comprehensive modernization of the defense system through law-based governance, strategic planning and inter-agency coordination. Based on the Constitution of Uzbekistan, the Law “On Defense,” the Defense Doctrine, the Law “On the State Border,” the Law “On Cybersecurity,” and recent presidential acts, the article advances proposals for strengthening military administration, accountability mechanisms and the legal status of service personnel.
