A MODEL FOR IMPROVING HUMAN RESOURCE MANAGEMENT COMPETENCIES OF PRESCHOOL EDUCATION ORGANIZATION DIRECTORS

This article presents a model for improving human resource management competencies of preschool educational organization leaders. The main purpose of the study is to create a systematic model aimed at developing strategic, operational, communicative, psychological-pedagogical, and innovative competencies of leaders, as well as to scientifically substantiate its effectiveness. The model is designed based on systemic-structural and competency-based approaches, ensuring the interconnection of target, content, procedural, and outcome blocks. The procedural block includes stages of diagnostics and needs identification, cognitive-educational training, practical implementation, monitoring, and reflection. Based on the Value-Added and HR-Analytics approaches, the study developed a diagnostic framework for assessing leaders’ managerial competencies, which defines strategic-analytical, functional-managerial, socio-psychological, and innovative-pedagogical criteria along with their indicators. The effectiveness of the model is evaluated at individual, collective, and socio-institutional levels. The materials of the article can be used by heads of preschool educational organizations, specialists in educational management, instructors of professional development institutes, and researchers in this field.
